A son of the visionary leader and a successful businesswoman in Kapatagan, sixth among the 7 children of SP Member Benny P. Baguio and Elena Yu who was born on Nov. 11, 1976, Atty. Benjie Y. Baguio is the multi- awardee Local Chief Executive of Kapatagan, Lanao Del Norte.
He spent his formative years in the Queen City of the South, Cebu City. He spent his elementary and secondary education at the prestigious Philippine Christian Gospel School in 1989 and 1993, respectively.
He is a graduate of Bachelor of Science in Accountancy at the University of San Carlos in Cebu city in 1997. He also graduated his Bachelor of Laws at the same institution in 2003, took and passed the Bar Exam in Manila last September 2003.
After he passed the bar exam, he served the local Government Unit of Kapatagan since January 2004 as an Executive Secretary of his father, the Hon. Benny P. Baguio who was the Mayor of the municipality of Kapatagan that time.
After the three terms of his Father as a Mayor, he decided to enter the field of politics. He was elected as the 11th Mayor of Kapatagan after winning the 2007 elections, was reelected during the 2010 elections as well as the last May 2013 election.
He continued the programs and the projects of what his Father has started. During his term, linkages with several local and foreign funding sources which his father established have been nurtured and expanded. He partnered with the Mindanao Basic Urban Services Sector Projects (MBUSSP) which became the major funder in the construction of Kapatagan Public Market and of the Bus Terminal with Commercial Stalls, popularly known as Kapatagan Town Center, the first Wi-Fi terminal in Mindanao.
The other is the United States Agency for International Development-Growth with Equity in Mindanao (USAID-GEM) that was responsible for the upgrading of the town’s several barangay water Systems and farm-to-market roads. The Mindanao Rural Development Program- Adaptable Program Loan 2 (MRDP-APL2) of the Department of Agriculture (DA) helped in the rural infrastructure and agriculture development needs of the town’s countryside. The KALAHI-CIDSS and AusAID Program of the Department of Social Welfare Development (DSWD) also deliver several water systems, classroom buildings and other infrastructure projects of its recipient barangays.
Another breakthrough of the Baguio administration is the conception of a socioeconomic program known as Agricultural, Coastal, and Environmental Resources Development (ACERDEV). The program is determined to effect all-rounded economic and social development for the people which are mainly based on the principles and practices of sustainable development. The Rubber Program which has been implemented under the ACERDEV was recognized by DA-Manila as the first and only LGU-managed Budwood Garden and Nursery in Northern Mindanao.
Through Mayor Benjie’s resourceful approaches, the LGU had acquired funds from the DSWD Regional offices for the SEA-K Program in a form of small-scale loan for 12 groups with 269 members of the people’s organizations from different barangays. This partnership with this agency also enabled this town’s MSWDO to sustain its Feeding Program for the Day Care children. Recently, the town has availed of the DSWD’s Pantawid Pamilyang Pilipino Program (4ps) which is benefits thousands of its poorest population.
Because of his exemplary performance as a Leader, in 2011Mayor Benjie was awarded as the Most Outstanding Local Chief Executive in the whole Region 10. Moreover, LGU Kapatagan was also recognized as the Most Outstanding Agency in Region 10, awarded by the Civil Service Commission. He also received the following awards, to wit:

It was also during his term that the municipality was awarded the Seal of Good Housekeeping from the Department of the Interior and Local Government (DILG) for CY 2012 and 2013, an award given in recognition of the efforts of the municipality in advancing the principles of accountability and transparency in local governance.
